Insurance companies have a legal obligation to deal with you in good faith. They don't. They drag out claims, manufacture technicalities, and lowball payouts knowing most people can't afford to fight back. The McCarran-Ferguson Act gave them an antitrust shield in 1945. The SMART grant program has $100M per year sitting unclaimed for traffic technology. The IIJA sends billions in highway dollars to the state every year. Gary will go to Congress and make sure the Gulf Coast actually gets what it's owed — and demand public accountability for every dollar already sent.

Sitting at a Red Light With Zero Traffic Is a 2026 Problem With a 2026 Fix

US 90 has 54 interconnected signals with cameras — but no adaptive intelligence. They monitor. They don't think. You're sitting at a red light with zero cross-traffic because the signal runs on a dumb timer. Mississippi has $1.4 billion in federal infrastructure funding and a $100 million per year SMART grant program built exactly for this. Nobody in Congress has claimed it for the Gulf Coast. Gary will.

That is the horse and carriage mindset: clinging to a system that worked in a slower world because nobody updated their thinking. The degree was never a measure of performance. It was a shortcut. That shortcut has expired. The only standard that should exist for any job is simple: can you prove you can do it? Gary is going to Congress to replace the credential gate with that single, honest question.

Federal Skills-First Employment Act

Directs the Office of Personnel Management (OPM) to audit every federal job classification. Every degree requirement must be justified by what the job actually demands — not by tradition, not by what worked in the past. If you can't justify it, it's gone. Replaced with demonstrated competency standards. This is permanent legislation, not an executive order that the next administration can undo.

Mississippi loses $860 million a year in productivity when parents can't afford childcare. Congress controls the Child Care and Development Block Grant (CCDBG). Gary will fight to restore and expand it.

While the rest of the world learns how currency markets move and how capital actually works, schools are still teaching kids to balance a checkbook. Federal education funding comes with curriculum standards. Congress can change those standards.

American Financial Independence Act

As a member of Congress, Gary will push to tie federal Title I and Every Student Succeeds Act (ESSA) education funding to comprehensive financial literacy curriculum standards. States receiving federal education dollars must teach how currency and capital markets work, business credit, how to read a balance sheet like a lender, and how financial institutions actually think.
